Summary:

The Emergency Management & Security Coordinator coordinates and administers the agency's emergency management, business continuity, and security programs. This position is responsible for developing, implementing, exercising, and continuously improving emergency preparedness, response, recovery, continuity, and security initiatives that protect employees, passengers, facilities, and critical transit operations.

Distinguishing Characteristics:

Serves as the agency's technical resource for emergency management and security programs by coordinating planning, training, exercises, compliance activities, and cross-departmental collaboration. Working closely with the Emergency Management & Security Manager, the Coordinator ensures agency programs remain operationally effective, compliant with applicable regulations and industry best practices, and capable of supporting day-to-day operations as well as major emergencies.

Essential Duties:

Develop, maintain, and continuously improve the Comprehensive Emergency Management Plan (CEMP), Continuity of Operations Plan (COOP), Emergency Operations Center (EOC) procedures, and supporting annexes to ensure organizational readiness.

Coordinate agency-wide emergency preparedness initiatives, ensuring alignment with federal, state, and local emergency management guidance, including NIMS and the Incident Command System (ICS).

Conduct Business Impact Analyses (BIA) and support continuity planning efforts by identifying essential functions, critical resources, recovery priorities, and continuity strategies.

Coordinate emergency planning efforts across agency departments to ensure plans remain current, operationally practical, and integrated with agency operations.

Monitor changes in emergency management standards, regulations, and best practices and recommend program improvements. 

6

Plan, develop, coordinate, facilitate, and evaluate tabletop, functional, and full-scale emergency exercises.

Prepare exercise documentation including Exercise Plans, participant materials, After-Action Reports (AARs), and Improvement Plans (IPs).

Track corrective actions resulting from exercises and real-world incidents through completion.

Develop and deliver employee preparedness training covering emergency procedures, evacuations, active threat response, workplace violence prevention, personal preparedness, and security awareness.

Coordinate employee participation in drills, exercises, and emergency preparedness activities.

Coordinate agency emergency response activities during incidents and planned events.

Support EOC activations and serve in assigned ICS roles.

Maintain situational awareness during emergencies through information gathering, documentation, resource tracking, and coordination with internal and external stakeholders.

Coordinate emergency notifications and assist with employee accountability during emergency incidents.

Participate in post-incident reviews and coordinate development and implementation of corrective actions.

Coordinate agency security programs including access control systems, employee identification badges, credentialing, key control, visitor management, and security technologies.

Conduct facility security assessments and support Crime Prevention Through Environmental Design (CPTED) reviews. 

18

Coordinate security incident reporting, investigations, documentation, trend analysis, and corrective action follow-up.

Analyze security trends and develop recommendations to reduce organizational risk and improve security.

Assist in evaluating and implementing security technologies and security enhancements.

Conduct Threat and Vulnerability Assessments (TVAs) and identify opportunities to strengthen agency resilience.

Develop mitigation strategies and monitor implementation of corrective actions.

Maintain emergency management, security, exercise, and compliance documentation.

Coordinate regulatory compliance activities, audits, assessments, and preparedness reviews.

Participate in Safety Management System (SMS) Safety Risk Management (SRM) activities involving emergency management or security hazards.

Assist in managing emergency management and security-related grants and reporting requirements.

Serve as the agency liaison with law enforcement, fire agencies, emergency management organizations, public health, regional transit agencies, homeland security partners, and other stakeholders.

Coordinate information sharing during emergencies and significant security incidents.

Represent the agency on emergency management, homeland security, and regional preparedness committees.

Foster collaborative relationships that strengthen regional emergency preparedness and coordinated response capabilities.

Maintain emergency equipment inventories, emergency supplies, response resources, and program documentation.

Prepare reports, presentations, performance metrics, and program analyses for agency leadership.

Coordinate procurement and maintenance of emergency management and security equipment.

Perform other related duties as assigned.

This position may coordinate the work of employees, contractors, or volunteers during exercises, planned events, and emergency incidents but does not have formal supervisory authority.

Training and Experience:

Education

  • Bachelor's degree in Emergency Management, Homeland Security, Public Safety, Criminal Justice, Public Administration, or a closely related field and at least three years of progressively responsible experience in emergency management, homeland security, security management, public safety, emergency services, or a related operational environment. 

Equivalent combinations of education and progressively responsible experience may be considered.

Experience

  • Experience coordinating emergency planning, preparedness, response, recovery, or continuity programs. 
  • Experience planning or participating in emergency exercises and incident response activities. 
  • Experience working collaboratively across multiple departments and external agencies.
