Summary:

The Construction Projects Coordinator position is responsible for the administration and oversight of all aspects of public works projects, including but not limited to, ensuring high-quality results, timely completion, and documented compliance of all applicable federal, state and local laws, regulations and policies as mandated by the funding source. In addition, this position is responsible for developing and advancing a public works subprogram within Procurement that coaches procurement coordinators to develop public works skills to include documenting best practices, procedures, and checklists, which will promote an agency-wide project management culture.

Distinguishing Characteristics:

Plans, organizes and manages the development of transit amenities, programs and projects from early project development, grants coordination (planning for, soliciting and managing), and ensuring the agency complies with federal and state requirements associated with our funding. Performs the strategic planning for capital project development, supporting transit development with state and federal requirements such as short and long-range planning initiatives and supporting development efforts related to Title VI, environmental compliance NEPA/SEPA, Bus Rapid Transit (BRT) initiatives. This position requires strong communication, interpersonal and stakeholder management skills, as it requires interaction with elected officials and senior staff at peer agencies.

Serves as the project representative with consultants, contractors, approving authorities and regulators, agency leadership and staff. Direct consultants and contractors to ensure public work projects are completed in a timely manner, fulfills agency objectives, and satisfies federal, state and local laws, regulations and policies as applicable to the related funding source.

Collaborates with leadership, Facilities, and Operations to identify capital improvement opportunities based on health and safety risks, economic risks, code or regulatory compliance, and new ideas to enhance customer experience and satisfaction. Collaborates with stakeholders in developing specifications, cost estimates, and the scope of work to include leading the contract formation and supporting (On-Call) agreements while also ensuring proper administration and all funding source requirements are satisfied and thoroughly documented. Provides final review and/or approval of detailed engineering plans and specifications, site plans, engineering reports and/or operation and maintenance of environmental systems. Leads and directs permitting efforts.

Initiates field surveys as needed for project design development. Assists with land use planning, provides site reconnaissance, investigates and makes recommendations on potential land acquisition. Facilitates NEPA/SEPA environmental impact assessments and/or statements. Negotiates with public entities, regulatory agencies, utilities, and other public and private project stakeholders concerning easements, services, regulatory permitting, and other agreements/requirements. Interprets regulations, policies, technical engineering guidelines and procedures covering design requirements, engineering review, and operation and maintenance requirements.

Provides scheduling expertise and recommendations, performs construction site inspections, negotiates change orders, develops contract amendments, secures independent cost estimates, conducts price analysis, scrutinizes expenditures, processes invoices, facilitates contract closeout documentation, and manages contract disputes and claims.

Initiates and develops Intercity Transit project proposals for submittal into the annual Capital Project selection process.   Including developing scopes of work, project cost estimations, operational impacts for proposed capital projects and return on investment. This position will also develop periodic cost estimates during the project life cycle and utilize generally accepted cost control measures to keep projects within budget.

Coordinates and participates in competitive procurement efforts, seeks Board Authority approval on contracts and keeps the Authority informed throughout the project.  Leads consultant efforts managing approved contract including scope, schedule, and budget.  Coordinates closely with IT internal stakeholders leading a technical advisory committee gathering input throughout the process.  Manages stakeholder input, presents at community, rider and council events engaging partner jurisdictions.

Manages federal and state planning environmental requirements including National Environmental Protection Act (NEPA)/State Environmental Protection Act (SEPA) providing guidance on projects and leading these efforts for select capital projects as needed.   May manage NEPA/SEPA processes for projects such as Long-Range Plan (LRP) or LRP Update, manage and document environmental requirements for other projects as required.  Develops schedule, scope, and budget as needed to complete these efforts. May manage professional services needed to support these efforts.

Maintains comprehensive understanding and knowledge of State and Federal Transit Administration (FTA) regulatory requirements in areas such as Title VI, Environmental Justice, Uniform Relation Act property requirements, Transit Asset Management Plan (TAMP), National Transit Database, and WSDOT planning requirements. Interprets requirements and provides guidance to the Development Director identifying agency needs and works collaboratively with other planning and agency staff to ensure Intercity Transit complies with these many requirements.

In furtherance of the Public Works subprogram, develops training, videos/recordings, and desk manual(s) that document public works best practices, processes, decision flows, checklists, standards and any other supplemental materials to aid others in understanding and proper management of public works contracting.  This work may also include assisting in developing the design of a SharePoint site or website that showcases the subprogram, and makes the training and other materials readily available to agency staff.

Licensing Requirements:

PE or CE license desired, but not required Must submit to criminal background check the results of which must meet hiring criteria for the role.

Physical Requirements:

Positions in this class typically requires: fingering, grasping, talking, hearing, seeing, and repetitive motion. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Training and Experience:

Bachelor’s degree in engineering or architecture, or a related field and five years of public works project management experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
