Public Comment Guidelines for Meetings
When providing comment or testimony in-person or remotely during an Authority Meeting or Public Hearing, please follow these guidelines:
- Speaking Time: Each speaker has 3 minutes to provide comments or testimony. The Chair may adjust this time based on the number of commenters. * Group Representative: If several people are present to speak on the same subject, they may choose a single representative who may speak for 5 minutes.
- Time Donation: Speakers may not donate unused speaking time to others.
- Meeting Structure: Public Comment may be conducted at any time during a meeting as set forth on the agenda. The ITA reserves the right to limit the public comment period to 30 minutes. Anyone not heard during the first comment period will be accommodated in a secondary period after the business portion of the meeting.
- ITA Dialogue: The ITA will not enter into a dialogue during the meeting. The Board forwards issues to staff for follow-up.
- Factual Questions/Complaints: If you have specific questions or complaints, please make arrangements with staff who are in attendance.
- Etiquette: Speakers and audience members must display courtesy and respect. Disruptions (e.g., clapping, cheering, booing) are discouraged. The presiding Chair/Vice Chair may end a speaker's time if conduct rules are violated.
- For the Record: Speakers are encouraged to provide their first and last name and the jurisdiction they reside in (e.g., Olympia, Tumwater, Lacey, Yelm) for the official record.
Special Accommodations
If you require a special accommodation to speak, please notify the Clerk of the Board 24 hours prior to the Authority meeting or public hearing.
Public Records
All written comments, sign-up sheets, and meeting minutes are considered public documents and are available to the public in compliance with the Public Records Act.
